Bledar DERVISHAJ – Advisor for Legal Affairs, Public Administration and Human Rights

 

Bledar Dervishaj was born on 9 November 1976 in Korça. In 2000 he is graduated as Lawyer from the Faculty of Law of the University of Tirana.

 

Since his graduation in 2000, he has constantly practiced the profession of lawyer, mainly as part of civil service in public administration and in various positions of the public administration, with a 17-year job experience, becoming an expert of public and administrative law.

 

On 25 September 2017 he was originally initially appointed as Legal Aide of the President of the Republic, Mr. Ilir Meta, and since 12 April 2018 he was appointed Advisor of the President of the Republic for Legal Affairs.

 

Prior to these duties, in December 2013 – May 2017 Mr. Dervishaj has exercised the functions of Legal Advisor and Head of the Cabinet of the Minister of Justice. He joined the Cabinet of the Minister of Justice in December 2013 as a participant in the Leadership Development Program “LEAD Albania”, a program implemented by the Albanian-American Development Foundation and the Albanian Government. Following the successful completion of the program, in December 2014 he continued to provide the Service of Legal Advisor and of the Head of Cabinet of the Minister of Justice during the upcoming period until May 2017. In the period from June 2017 to September 2017 Mr. Dervishaj has practiced the free-lance profession of the Lawyer.

 

In 2006, Dervishaj has defended the title of Lawyer and was part of the Tirana Chamber of Lawyers. The lawyer’s profession has been practiced for a period of two years, respectively in 2009, 2013 and during 2017.

 

In 2006-2008 and during 2011 he has worked at various state agencies under the Ministry of Justice in the position of Inspector/Legal Expert and in various supervisory and managerial positions.

 

After completing his studies in November 2000, he became part of civil service in the public administration and worked for a long time at the Ministry of Public Economy and Privatization and the Ministry of Industry and Energy, where he worked until October 2006 as a Legal Expert in various positions at the Legal Department, as well as at the Directorate of Privatization of Strategic Sectors and SME-s.

 

During his career he has exercised additional public duties, among which are distinguished roles such as Member of the Steering Council at the School of Magistrates, Member of the Board of the Immovable Property Registration Office, Member of the Governing Board of the State Judicial Bailiff Service, Representative of the Republic of Albania in the Committee of Cybercrime Convention of the Council of Europe, Head of the European Union Twinning Project “Improving Bailiff Service in Albania”, representative of the Ministry of Justice in the Regional Cooperation Council (RCC), according to the activities for the Regional Action Plan for the Judicial System.

 

Mr. Dervishaj has been part of working groups and representative of the Minister of Justice at the Parliament during the consultation and discussion in the relevant Parliamentary Committees, of the Law package of Criminal Justice, part of the reform process in justice system, including Criminal Procedure Code, Law on Electronic Communications Supervision, Declaration and Audit of Assets, or various draft laws related to the organization of the Ministry of Justice, free-lance professions, penitentiary system, organization and functioning of administrative courts, legal assistance, court fees, amendments to the Code of Civil Procedure, bailiff service etc.

 

Mr. Dervishaj has provided his contribution as part of the group for improvement and consultation of the Property Reform “Law on Property Treatment and Completion of Compensation Process” and approximation of the legislation on gender equality in property issues, or in a number of other legal, organizational or institutional reforms falling within the scope of activity of the ministries where he served.

 

In the framework of continuous personal and professional development, Mr. Dervishaj has participated in training seminars and qualifications in various fields such as public administration, improvement and drafting of legislation, evidence and criminal prosecution of cybercrime, European Union and stabilization and association affairs, free and transparent competition standards in public procurement , application of electronic information technology in public administration, development of leadership skills, negotiation skills and conflict resolution etc.

 

In his public activity, Mr. Bledar Dervishaj is a member of Alumni network of “Lead Albania” Program, which providesvarious projects and activities on voluntary basis, dealing with sensitive issues for the Albanian society.

 

Mr. Dervishaj is a good connoisseur and a fluent speaker of English and Italian languages.

 

He is married to Mrs. Oneida Dervishaj and they have two children: Jonis and Aldrin.
